Following the Money to Perry Township

So I was digging through the Faircrest Data Center records the other day.

You know, the usual.

PDF after PDF, trying to piece together who gets what, where the incentives actually land, that kind of thing.

And I found something that honestly took me a minute to parse.

An income tax split.

Canton and Perry Township.

Different percentages.

And I'm sitting here thinking: okay, if I'm a contractor or a real estate person or just a resident trying to understand what's actually happening with this project, do I even know this detail exists?

Probably not.

How the Money Gets Divided

Here's what I found in the tracked records: the Faircrest Data Center site sits in Perry Township, but there's a JEDD involved - that's a Joint Economic Development District, which I've learned is basically a way for a city and a township to partner on something that straddles both their jurisdictions, or that affects both of them.

And with a JEDD comes an income tax split.

Canton gets 2%.

Perry Township gets 0.5%.

That's the documented split from the site.

Independently verified.

Sourced from the Canton Repository back in June.

And I'm looking at these two numbers sitting next to each other and thinking: okay, one jurisdiction is getting four times what the other is getting.

That's not a guess.

That's just what the numbers say.

When You Need to Know the Details to Understand the Picture

Here's the thing about incentive structures - and I'm not a tax person, so I'm just stating the obvious - but when a project like this lands, different people care about different pieces of it.

A contractor needs to know if there's going to be ongoing work.

A small business owner wants to understand if there's competition or opportunity.

A township official is probably thinking about what this means for the budget, the infrastructure, the long-term picture.

And a resident might just want to know: is this good for my community or not?

But all of those questions - every single one - rest on having the actual details in front of you.

Not a summary.

Not someone's interpretation.

The actual numbers.

The actual agreement.

The actual split.

Because when you're looking at two jurisdictions dividing something, the split itself tells a story about how much each one benefits, or doesn't.

Why I'm Tracking This Stuff

I built Stark Civic Monitor because I got tired of hunting through county websites for forty minutes to find something that should take five.

But the deeper reason is this: when a bunch of development is happening all at once in your community, the details pile up.

Permits and agreements and incentive splits and tax structures and hearing dates.

Nobody's keeping score except the people whose job it is to keep score.

And even then, you'd need to call three different offices and ask three different questions to get the whole picture.

I don't think people should have to do that.

I think they should be able to see: here's the JEDD income tax split for Faircrest.

Here's the one for the next project over there.

Here's what Canton negotiated last time versus this time.

Here's what Perry Township's baseline looks like.

Then you can actually compare.

Then you can actually see what's being offered and what's being accepted and whether the terms are moving in one direction or another.

That's the Point

That's why the Faircrest dossier exists - to track these pieces one by one, verify them, source them, and keep them all in one place so anybody curious can see how a real project actually breaks down.

Not to tell you whether it's good or bad.

Just to make sure the details don't disappear into some filing cabinet somewhere.
