Stark Civic Monitor is an independent civic
data and public-records project operated by C3 Studio (Conrad Cloud
Computing Studio LLC), based in Canton, Ohio.
Founder / Developer: Doug Conrad
The site tracks local government agendas, minutes, and public filings related to data center development, tax abatements, zoning, and utility contracts in Stark County, Ohio, plus related news coverage from tracked outlets.
Every item is sourced from a specific public record or published article, with a link back to that original source. Summaries are AI-generated from the source document text - see Methodology & Sourcing for exactly how that works and what the Transparency Score does and doesn't measure.
This site is not affiliated with any government body, company, or news outlet it tracks. It does not access non-public information and does not solicit or publish leaked or confidential material - see the Methodology page for the full policy on nondisclosure agreements referenced in public records.
Questions, corrections, or feedback: see the Contact page.
Stark Civic Monitor was built by Doug Conrad, a Stark County resident:
This site is a real, live example of that work - not a demo - built in a single week. Doug wrote his first line of BASIC on a TRS-80 in the early 1980s, spent decades away from technology, and came back a few years ago to a very different world - still catching up, by his own description. That mix of old curiosity and new tools (cloud infrastructure, AI, automation) is a lot of why this exists: public records shouldn't take a treasure hunt to find. He's not a lawyer, a tax expert, or a policy analyst, and the site doesn't pretend otherwise - it links to the original documents so you can read them yourself rather than take his word for what they say. His faith has been part of building this. If you'd like to talk about a project - AWS architecture, automation, or a website - reach out on the Contact page. And if this site itself is useful to you, see Support This Project.
